Razina Bilgrami (Pakistan) is a senior development advisor with over 35 years of experience in the UN system, public institutions, and the private sector. Her work includes program strategy, evaluation, environmental governance, and sustainable development planning, with significant leadership roles in the Asian region, successfully managing teams, leading change management processes, spearheading inter-agency collaboration, providing strategic advice, and leading recovery and development programmes in complex settings.
Over a 25-year career with the United Nations, Razina has held senior roles in UNDP country offices, including serving as Assistant Resident Representative in Pakistan, Deputy Country Director in Sri Lanka, and later as Country Director ad interim. She led country offices during transition periods, serving as Resident Representative ad interim in Iran and Mongolia, and as Country Director ad interim in Cambodia. At the regional level, she served as Programme Advisor with UNDP’s Regional Bureau for Asia and the Pacific, heading the South and West Asia and the North East Asia and Mekong clusters, supporting country offices in programme alignment, strategic planning, and regional cooperation.
Since leaving the United Nations, Razina has helped design over a dozen UN Cooperation Frameworks (UNSDCF) and Country Programme Documents (CPD) of UNDP and UNFPA for Bhutan, Malaysia, Mongolia, Iran, Jordan, and the Maldives. She has led UNFPA country program evaluations (CPEs) in Malaysia and Iran. Her work demonstrates extensive experience in results-based management and reporting, program strategy setting and positioning, including approaches to resource mobilisation, and the implementation of UN reform at the country level.
Earlier in her career, Razina spent over a decade as an environmental engineer in Pakistan’s private sector, leading environmental impact assessments and advising on pollution control, waste management, and biodiversity planning. This technical background continues to shape her advisory work on climate adaptation and environmental sustainability.
She holds a Master of Science degree in Environmental Engineering from Imperial College London and a Bachelor’s Degree in Civil Engineering from NED University of Engineering and Technology in Karachi. She is a LEAD International (Leadership for Environment and Development) Fellow and has completed advanced training in evaluation, results-based management, and human rights-based programming. Based in Karachi, Razina is fluent in English and Urdu, with intermediate proficiency in Arabic.
