Benigno Balgos (Philippines) is an evaluation and policy expert with nearly 20 years of experience working at the intersection of disaster risk, climate governance, and inclusive development across Southeast Asia. Based in the Philippines, he has led more than 60 evaluations covering formative, mid-term, final, and impact assessments for both humanitarian and development programs. His work relies on theory-based methods, including contribution analysis and outcome harvesting, with a strong focus on relevance, learning, and practical application.
He has worked with a diverse array of organizations—UNDP, UNICEF, WFP, UN-Habitat, OCHA, GIZ, AFD, BMZ, DG-ECHO, Greenpeace, the World Bank, the AHA Centre, and several Red Cross societies—supporting projects across the Philippines, Indonesia, Timor-Leste, Thailand, Malaysia, Vietnam, and the Pacific. His portfolio includes evaluations of climate adaptation initiatives, disaster recovery programmes, and resilience-building efforts in geographically isolated and disadvantaged areas (GIDAs).
Benigno has extensive experience in assessing and advising on policies related to disaster preparedness, climate-smart development, environmental governance, urban resilience, and strengthening civil society. His work frequently connects humanitarian and development goals, with an emphasis on localization, inclusion, and systemic change.
He holds a Master’s in Development Policy from De La Salle University in the Philippines and has completed PhD-level coursework in Development Studies. He also has professional certifications in Impact Evaluation (IDS, UK), Disaster Risk Reduction (Oxford Brookes, UK), and Humanitarian Action (Geneva Centre for Humanitarian Studies). His writing has been published in Disasters, Springer, Palgrave Macmillan, and other peer-reviewed journals, covering topics such as disaster governance, climate justice, and gender.
Besides his consulting work, Benigno teaches on disaster risk reduction and humanitarian action at Ateneo de Manila University. He is fluent in Filipino, English, and Bahasa Indonesia, and is a member of the International Humanitarian Studies Association and the Asian Public Intellectuals Network.
